Joint Training, Analysis & Simulation Center
General Support Contract for United States Joint Forces Command

Tasked to improve joint readiness, the United States Joint Forces Command's (USJFCOM) Joint Warfighting Center (JWFC) provides world-wide training and training support and assists in preparing integrated and interoperable forces for joint and multinational operations. The JWFC also manages and integrates joint-capable models and simulations and is a leader in developing joint doctrine and joint training initiatives.

As the prime contractor, Northrop Grumman Mission Systems provides program management support, designs joint and multinational training exercises and demonstrations, supports and monitors execution of the training, and analyzes the results.

The Mission Systems JWFC Support Team, a leader in joint training, distributed learning, modeling, simulation, and C4I systems, is providing the innovation and support required to meet the challenges of joint training programs. As the general support contractor for the USJFCOM, Mission systems provides cost-effective joint training program support in systems integration, process control and improvement, contracting services, product reuse, and technology for ongoing and planned exercises. By leveraging existing distributed training and simulation advancements, Mission Systems supports a flexible, fully responsive, and realistic training capability for both the JWFC and the Joint Training, Analysis and Simulation Center (JTASC). Mission Systems also provides senior mentors – retired generals and admirals who are all former joint force commanders. They mentor the joint force commander or joint task force commander and staff during joint exercises, providing a wealth of battle-proven experience.

Process improvement, reuse and sharing of exercise support products, and improvements in technology are three key factors that increase the efficiency of the JWFC. A process-driven organization, the JWFC exploits the concept of continuous improvements to increase capabilities without additional resources. By implementing techniques such as enterprise engineering, a suitable set of metrics is being developed to measure the resulting improvement within the JWFC organization.

Incorporating all the elements of joint warfare, including the political and diplomatic aspects of joint and multi-national operations, the JWFC meets the requirements of joint training by:

  • Developing and executing distributed joint training and simulation supported exercises and assessing the results.
  • Coordinating with other combatant commanders to provide tailored exercise support with the maximum level of fidelity and rigor for their specific training audiences.
  • Assessing operational plans and the readiness of joint forces.
  • Providing planning for command post facilities to achieve these objectives.
